Summary of the bill.
The bill proposes regulating the production, registration, use, marketing, import and export of bioinputs and related substances for agricultural use. In the Republic of Panama, it assigns registration, quality control, traceability and inspection duties to the Ministry of Agricultural Development (Ministerio de Desarrollo Agropecuario), through the National Plant Health Directorate (Dirección Nacional de Sanidad Vegetal). It also establishes labeling requirements, grounds for suspending or cancelling registrations, offenses, penalties and administrative appeals.
