Summary of the bill.
The bill proposes to encourage agricultural producers in Panama to form cooperatives through training, technical assistance and financing. It also provides for market access and tax incentives, simplifies cooperative procedures and creates a coordinating council. In addition, it supports cold rooms for perishable products and establishes mechanisms for price oversight, inspections and penalties.
