Summary of the bill.
The bill amends Law 1 of January 11, 1965, to set transparency rules for scholarships, educational loans, financial aid and other economic benefits. It proposes changes to the National Council’s membership, creates a technical evaluation commission and gives applicants rights to information. It also provides for disciplinary consequences and penalties for breaches of its provisions.
