Summary of the bill.
The draft bill proposes rules for amnesty, pardon, sentence reduction and the grant of conditional release. It covers who can decide these measures, how applications proceed and what effects decisions have, and defines political offenses for these purposes. It excludes specified crimes from the measures and proposes changes to the Criminal Code and criminal procedure provisions on appeals, nullity and review of judgments.
