The draft bill proposes renewable energy generation systems for public buildings and institutions, both existing and future. It also requires public construction tenders to include this requirement and creates the Clean Energy Program, attached to the Ministry of Housing and Land Use Planning (Ministerio de Vivienda y Ordenamiento Territorial), to help cover the cost of renewable energy installations in homes.
