The bill would amend guardianship rules for minor or adult children with disabilities whose older parents live in proven poverty. It would allow those parents to designate a third person as guardian. It also provides for legal assistance from the court or free legal aid clinics in specified proceedings and adds a ground for appointing a guardian based on the person's emotional bond and demonstrated interest.
