Summary of the bill.
The bill proposes a procedure for appointments and designations to public offices made by the National Assembly (Asamblea Nacional). It establishes a Technical Commission on Merit and Evaluation (Comisión Técnica de Mérito y Evaluación) composed of civil society representatives, regulates calls for applications, candidate assessments, interviews and voting, and applies those rules to the election of the head of the Office of the Ombudsman (Defensoría del Pueblo).
