The bill proposes adding food smuggling to the Criminal Code (Código Penal) for food of animal or plant origin intended for human consumption. It criminalizes bringing such food into or out of the country and marketing it without the required permits, as well as specified knowing acts involving the food and participation by public servants. It sets separate prison terms for these offenses.
