Summary of the bill.
The bill would authorize the National Secretariat for Science, Technology and Innovation (SENACYT) to award state-funded higher education scholarships. The Secretariat (Secretaría Nacional de Ciencia, Tecnología e Innovación) would also announce and pay scholarships in science, technology, innovation, and other priority fields. It provides for public calls for applications, merit-based evaluation, contracts, disbursements, obligations to return to and reside in Panama, publication of awarded scholarships, access to information, and penalties for breaches of transparency rules.
