Summary of the bill.
The bill proposes to establish the Agricultural Research and Innovation Institute of Panama (IDIAP) to direct agricultural research. Formerly the Agricultural Innovation Institute of Panama, it would have financial and technical autonomy to direct agricultural innovation as well. The bill defines its organization, functions, planning, and assets; provides for a trust and a fund for biological efficacy testing; and transfers the assets and resources of the former institution.
