Summary of the bill.
The bill proposes that 80% of Panamanian public servants appointed to the foreign service belong to the Diplomatic and Consular Career. It includes heads of mission and establishes training and evaluation for Career officials, as well as requirements for applicants who do not belong to it. It also changes the rules on admission, appointment of heads of mission, and staff rotation.
