Summary of the bill.
The bill proposes a healthy birth framework in the Republic of Panama from preconception through newborn care. It covers pregnancy, childbirth and the postpartum period; recognizes rights of women, newborns and parents of babies at risk; and assigns the Ministry of Health responsibility for planning, regulating and overseeing health services.
