The bill would regulate the international relations profession in Panama and create a technical council to certify its practitioners. It would set education and qualification requirements and assign the council to handle complaints about professional practice. It would also set rules for public-sector positions, preserve the employment rights of those already practicing, and establish a salary scale for public-sector professionals outside the Diplomatic and Consular Career Service.
