Summary of the bill.
The bill proposes adding a common rule on collective bargaining agreements to four laws governing state owned enterprises. Such agreements would bind the enterprise and the union at all of the enterprise’s establishments and workplaces nationwide. The general manager, board of directors and senior management positions would be excluded from the agreements.
