The bill would add provisions to Law 12 of 1956 on temporary teacher appointments to vacancies created by increased student enrollment. It would also establish a route through competitive selection, a probationary period, and permanent appointment for teachers with temporary or interim service and satisfactory performance evaluations. It would allocate a share of the vacancies covered by that route to teacher transfers.
