Summary of the bill.
The bill proposes establishing SECAPE to assess learning continuously in general basic and secondary education through national and international tests. It assigns the Ministry of Education responsibility for designing, administering and analyzing the assessments, publishing their results, and using them to guide education policy and improvement plans. It also provides for resources to operate the system and repeals Law 434 of 2024.
