Summary of the bill.
The bill approves the United Nations Convention on the International Effects of Judicial Sales of Ships. The Convention provides that a judicial sale conducted in a State Party, subject to specified conditions and evidenced by a certificate, gives the purchaser title free of mortgages and charges with effect in other States Parties. It also governs notice, registry action, arrests and challenges connected with the sale.
