Summary of the bill.
The draft bill proposes moving defamation and insult from criminal law to civil law by repealing provisions of the Criminal Code. It also proposes measures against the use of complaints and private criminal complaints to intimidate human rights defenders, journalists and media outlets, together with rules on civil attachment, proof of actual malice and liability for damages.
