Summary of the bill.
The draft bill proposes a nationwide plebiscite on whether the Republic of Panama would remain in the Central American Parliament (PARLACEN). Citizens would vote on whether they agree with that continued membership. It assigns the Electoral Tribunal (Tribunal Electoral) responsibility for setting the date, conducting the vote and publishing a nonbinding result. It refers to the Electoral Code (Código Electoral) for voting, campaign and publicity rules.
