Summary of the bill.
The bill proposes amending Law 39 of 2012 so the Special Guardian Angel Program serves people with severe disabilities who are dependent. The Program (Programa Especial Ángel Guardián) serves people living in poverty; the bill revises its purposes, admission requirements, subsidy, institutional coordination and funding. It also provides for digital applications, home visits and the receipt of documents by community boards in hard-to-reach areas.
