Summary of the bill.
The bill proposes a definition of political offense for all legal purposes in the Republic of Panama. It covers specified offenses under the Criminal Code and Electoral Code, allows certain ordinary offenses to be treated as political in light of their circumstances and purpose, and expressly excludes other conduct. The definition would apply to grants of amnesty, pardons and asylum, and to extradition.
