The draft bill proposes declaring October 26 National Cutarra Day to recognize artisans and encourage young people to learn the craft. The date would also promote appreciation of cutarra craftsmanship. It assigns the Executive Branch responsibility for implementing regulations through the Ministry of Culture (Ministerio de cultura) and provides for cultural and craft activities on that date, without creating obligations concerning Panama’s Labor Code.
