The bill proposes a nationwide framework to promote health and to prevent, detect early, control and monitor noncommunicable diseases. It provides for epidemiological surveillance, voluntary workplace screening, education, institutional coordination and a strategic plan. It would also create an advisory commission and a fund to finance the proposed measures, with public reporting and oversight rules.
