Summary of the bill.
The bill proposes designating the upper Río Zaratí sub-basin as a hydrological reserve within the National System of Protected Areas. It assigns responsibility for delimiting, managing and financing the reserve, and provides for a management plan, restoration measures and restrictions on activities that could harm the ecosystem. It also makes certain approvals and concessions contingent on the adoption of territorial planning instruments.
