The draft bill would require laws to state whether they need implementing regulations and set a deadline for the Executive Branch to issue them. That deadline would apply when regulations are required. It also proposes a deadline for regulating earlier laws that still lack regulations and provides for a motion of censure and judicial remedies when the duty to regulate is not fulfilled.
