Summary of the bill.
The bill proposes to amend Article 85 of Law 22 of June 27, 2006, governing the special procedure for emergency procurement. It sets conditions for authorizing and using that procedure, rules on bonds and payments, purchases from foreign companies, the submission and publication of reports, the disposition of unused goods, and prior consultation of the virtual store.
