Summary of the bill.
The draft bill would amend Article 64 of Law 47 of September 24, 1946, to allow children under five (5) years of age to enter kindergarten. The grace period would be three (3) months from the start of the school calendar. Enrollment would be conditional on a psychological assessment of the student's competencies.
