The bill proposes a framework for companies relocating manufacturing, logistics and value added services to the Republic of Panama. It sets out tax, customs, labor, immigration, digital, environmental and financing incentives, subject to registration and reporting duties. It also creates coordinating and supervisory bodies, provides for penalties and aligns the proposed regime with existing special investment regimes.
