The bill proposes creating the Universal Digital Academic Records System (SDUCA) to record students’ academic documents. The system would provide access to academic credits, report cards, and certificates for students at public and private schools. It assigns administration to the Ministry of Education, allows schools to use their own systems during implementation, and prohibits blocking records because of administrative debts; it also addresses access, the official validity of digital records, penalties, and funding.
