It assigns implementation to the Civil Registry Directorate (Dirección del Rcgbtro Civil) of the Electoral Tribunal (Tribunal Ekctoral) and sets out procedures for hospital births, births elsewhere, and abandoned newborns, along with measures to register minors who are not yet included.
