The bill proposes to prevent public entities from denying employment or entry solely because a person has temporary or permanent body tattoos. It sets exceptions for tattoos bearing specified messages or symbols and allows an entity to reserve its hiring decision when tattoos are on the face, neck or ears. It also provides administrative avenues for complaints, a sanction for an offending official and changes to internal rules.
