The bill proposes exempting immediate family members of patients who die in Ministry of Health facilities from hospital charges. The exemption would apply to facilities administered by the Ministry of Health (Ministerio de Salud). It also establishes humanitarian financial assistance for eligible family members and sets out the socioeconomic assessment, eligibility requirements and exclusions, hospital procedures, funding, payment records, and oversight for both benefits.
