Summary of the bill.
The bill sets general rules for the use of municipal courts and sports facilities, prioritizing sport and recreation and equitable community access. It would require municipalities to regulate scheduling, safety, maintenance, shared management and any user charges. It also provides for public participation, disclosure of information, management reports and liability for noncompliance.
