Summary of the bill.
The bill proposes amending Law 40 of 1999 to apply the special criminal responsibility regime to persons from the age of ten. It would distinguish between two age groups in relation to acts attributed to those persons and change rules on judicial jurisdiction, precautionary measures, pretrial detention, referral of cases, prosecutorial discretion, and conciliation.
