Summary of the bill.
The bill proposes changes to the procedure for awarding collective land ownership to Indigenous peoples outside the comarcas. It sets deadlines for obtaining documents, conducting inspections and approving surveys; governs objections and notice to third parties; and provides for a certificate of collective possession while the title is processed. It also sets qualifications for the head of the office responsible for titling.
