Summary of the bill.
The bill recognizes the human right to water in Panama and defines conditions for availability, quality, accessibility and nondiscrimination. It also sets out state duties to protect that right, restricts the grounds for interrupting service, and provides for public notices, citizen participation, payment support measures and incentives for responsible water use.
