Summary of the bill.
The draft bill proposes a free transfer of wastewater treatment systems or plants not yet formally transferred to IDAAN. The exceptional, temporary procedure would transfer them to the National Water and Sewerage Institute (Instituto de Acueductos y Alcantarillados Nacionales, IDAAN). It also establishes inspection and documentation requirements, amends the transfer and acceptance obligations under Law 77 of December 28, 2001, and adds a fine for noncompliance.
