Summary of the bill.
The bill proposes transition rules for outgoing and incoming authorities of community boards and municipalities, except when an authority is reelected. It provides for public meetings, transfers of information and assets, audits and reports, and a temporary withholding of part of the operating budget. It would add a chapter to Law 105 of 1973 and a title to Law 106 of 1973.
