Summary of the bill.
The draft bill proposes a notarial regime in Panama that defines public faith and sets out notaries’ qualifications, functions and prohibitions. It assigns supervision to the Ministry of Government (Ministerio de Gobierno) and regulates protocols, paper, seals and identity verification. It also addresses digital documents and electronic signatures and repeals provisions of the Administrative Code (Código Administrativo) and the Civil Code.
