Summary of the bill.
The bill proposes making recurring charges under continuous service contracts conditional on the service being effectively available to the end consumer. If service is suspended for nonpayment or interrupted by the business, no charges would accrue while it is unavailable. It also pauses the contractual term during a suspension caused by the consumer’s breach and extends that term when service resumes.
