The bill would amend Law 47 of 1946 to redefine education system principles and reorganize education administration. It would expand guarantees of equity and inclusion and assign functions to the central, regional, school circuit, and school levels. It would create coordination and quality assurance mechanisms and regulate infrastructure, supervision, the selection of regional education authorities, and the school environment.
