Summary of the bill.
The draft bill proposes prior registration and authorization of public donation campaigns for medical, humanitarian or social purposes. It sets documentation requirements, campaign identification rules, exclusive accounts, verification procedures and accounting duties. It also provides for administrative penalties and adds an offense of fraud through solidarity fundraising to the Criminal Code, with prison sentences and restitution of the money obtained.
