The draft bill proposes a framework for humane care in Panama’s public hospitals, polyclinics, and health centers. It provides rights to information, guidance, support, and responses to complaints. It assigns duties concerning training, wait management, evaluation, and data publication; gives the Ombudsman's Office (Defensoría del Pueblo) oversight functions; and provides for procedures and penalties for noncompliance.
