The draft bill proposes nationwide rules for registering construction plans, issuing permits and inspecting building works. It would establish a municipal single window to coordinate simultaneous reviews and, in eligible districts, allow applicants to choose technical review by an urban curator. Municipal authorities would retain the power to register plans and issue permits.
