Summary of the bill.
The draft bill would require certain residential, commercial and industrial projects to demonstrate water supply capacity before permits or connections. It establishes hydraulic impact studies, self-sufficiency alternatives, developer-funded infrastructure and certifications from the National Water and Sewerage Institute (Instituto de Acueductos y Alcantarillados Nacionales, IDAAN). It also provides for guarantees, penalties and coordination among authorities.
