The draft bill proposes a framework for preventing and controlling synthetic drugs, new psychoactive substances, and their precursors. It defines substances and prohibited conduct, sets out detection, health care, and interagency cooperation measures, and calls for plans addressing digital trafficking and clandestine laboratories. It also proposes amendments to the Criminal Code and Law 19 of 2005.
