Summary of the bill.
The bill proposes adding rules to Law 45 of October 31, 2007 for payments to reserve goods before a sale is finalized. It addresses payments consumers make to suppliers, documentation of the reservation, when payments must be refunded or could be partly retained, administrative jurisdiction over disputes, and the nullity of terms that categorically exclude refunds contrary to the law.
