The draft bill would require electricity distributors to notify users of each meter reading and maintain a consistent monthly reading date. It also sets out how consumption would be calculated to determine eligibility for the residential subsidy of up to three hundred (300) kilowatt-hours (300 kWh), what information bills must display, and how distributor-caused delays in meter reading would be handled.
