Summary of the bill.
Under the bill, housing cooperatives would be preferred participants in the National Housing Policy for social interest housing projects. It provides priority access to state land under use concessions, technical assistance and credit. It also governs members’ labor contributions, collective administration of housing, a tax exemption and a state guarantee mechanism.
