Summary of the bill.
The draft bill would allow the National Water and Sewerage Institute to develop water and sanitation projects through public-private partnerships. The projects would be defined drinking water and sanitation infrastructure projects undertaken by the Instituto de Acueductos y Alcantarillados Nacionales. It limits private participation to infrastructure works and technical operation, reserves distribution and commercial dealings with users to the Institute, and sets requirements for project authorization, contractor payments, and continued public control of water resources.
